LRS SCHEME

Government of Telangana with a view to promoting planned development of urban areas in the State are encouraging development through approved layouts and development of integrated townships through both public and private initiative. The Government has observed that there are many unapproved and illegal layouts which are violating the Statutory Development Plan/Master Plan and Layout Rules lacking in development standards and basic infrastructure facilities like proper roads, street lights and drainage. Such substandard and unapproved sub-divisions of land into building plots is effectingobjective of planned development along with the planned extension of services and amenities by the local bodies.

Government of Telangana has announced the new rules for Regularization of Unapproved and Illegal Layouts for both urban and rural areas in the state of Telangana. The new G.O Ms.No. 131 is released with details of the rules for “Regularization of Unapproved and Illegal Layouts”.
As per this G.O, applicant should file an online application or at meeseva center by paying registration amount. Individual Plot owners have to pay registration amount of Rs. 1000/- along with application and the layout developers have to pay an amount of Rs.10,000/- for the entire layout.
Applying Online

The online application can be filed using the website @ http://lrs.telangana.gov.in Select option “Apply for LRS”, the following screen appears.

1. Step 1: Enter applicant’s Mobile Number
2. Step-2: Enter OTP Number Click on Validate OTP to get application If OTP is not received, click on Re-Send OTP button to get OTP on the registered mobile number Click on Back, to navigate entry form
3. Step-3: Select Regularization Applied for – Individual or Layout Owner
4. Step-4: If Individual, enter the below application details
5. Step-5: Click on Proceed to payment, payment page will be displayed for making payment
6. On successful payment, the receipt of acknowledgement is generated, as shown below. The Application Number has to be used for future reference.

HOW TO APPLY LRS

Compulsory Application for Regularization:-

1. Applicant should file an online application or at mee-seva center / CSC in the prescribed format for regularization of the plot/layout before the Competent Authority by 15.10.2020 for all such plots /Layouts which are Unapproved / Unauthorized and not covered under the prohibitory category.
2. Registration fee– individual plot owners shall pay registration amount of Rs.1000/ alongwith the application and the layout developers shall pay an amount of Rs.10,000/ for the entire layout (payment can be done online through any of the online payment mode).
3. The applicants can file Online application through any of the following:

5. Mee-Seva Centre
6. Citizen Service Centre located at local body
7. A smart phone based mobile app as developed for this purpose.
8. Following documents shall be enclosed with the application form: (a) Self attested copy of first page of the registered sale deed/title deed
9. (b) In case of unsold plots, the layout owner shall file copies of Sale Deeds (at least 10 % of total plots).
10. (c) Any other document as required by the Competent Authority will have to be submitted once an intimation is received from the concerned authority subsequent to initial registration under the scheme.
11. Application for regularization of unapproved layout and subdivision of plots can also be made by a society/association/colony developer representing the plot owners in unapproved layout

Payment of Regularization charges / Pro-rata open space charges
All applications which are received within the time stipulated in rule 8(1) above shall be taken up for processing and regularization amount for all such accepted applications shall be paid in the following manner:

• (a) The applicant shall pay the fees and charges as detailed below:
• (i) Basic regularization charges which are inclusive of betterment charges, development charges and layout scrutiny charges, penalty and other charges, at the following rates:
• The actual regularization charges will be the percentage of basic regularization charges and shall be calculated based on the land value prevailing as on 26.08.2020 as given below.
• (ii) Pro-rata open space charges: If 10% open space is not available in the un-approved layout pro-rata open space charges @ 14% of the plot value prevailing as on the date 26.08.2020 shall be paid.
• (iii) Conversion charges as prescribed in rule 9 of the Rules.
• (b) The above charges shall be remitted within three (3) months of intimation and latest by 31.01.2021, whichever is earlier, either in instalments or in one go within this time period, failing which regularization of plot will not be considered and will be treated as unauthorized. No relaxation of time shall be granted.

అనధికార ప్లాట్లు, అక్రమ లేఅవుట్ల క్రమబద్ధీకరణ (ఎల్ఆర్ఎస్)కు దరఖాస్తుల స్వీకరణ ప్రక్రియ మొదలైంది.
ఆన్లైన్లో మీ సేవా కేంద్రాల ద్వారా దరఖాస్తు చేసుకోవాల్సి ఉంటుంది. అనధికార ప్లాటను క్రమబద్ధీకరించు కోవాలంటే రూ. 1000 రుసుంతో పాటు సంబంధిత ప్లాట్సేల్ డీడ్ మొదటి పేజీ, అక్రమ లేఅవుటను క్రమబద్ధీకరించుకోవాలంటే రూ. 10 వేల రుసుంతో పాటు స్కాన్ చేసిన లేఅవుట్ ప్లాన్, యాజమాన్యం సేల్ డీడ్ ప్రతులు, విక్రయించినప్లాట్ల ఈసీలు జత చేయాల్సి ఉంటుంది.
'చివరి అవకాశాన్నిసద్వినియోగం చేసుకోండి... మీ ప్లాట్లను క్రమబద్ధీకరించుకోండి' అంటూ ఆయా నగరాలు, పట్టణాల్లో 'ఎల్ఆర్ఎస్ మేళా'లు నిర్వహించి విస్తృతంగా ప్రచారం చేయాలని పురపాలక నిర్వహణ సంచాలకులు నగరపాలక, పురపాలక కమిషనర్లను ఆదేశించారు.
ఆగస్టు 26వ తేదీలోగా రిజిస్టరు అయినప్లాట్లకు మాత్రమే తాజా ఎల్ఆర్ఎస్ వర్తించనుండగా అక్టోబర్ 15వ తేదీలోగా దరఖాస్తు చేసుకోవాల్సి ఉంటుంది.
అనధికార ప్లాట్లు, అక్రమ లేఅవుట్ల క్రమబద్ధీకరణకు చెల్లించాల్సిన రుసుంను మూడు విధాలుగా లెక్కిస్తారు. ప్లాటు విస్తీర్ణం, ప్లాటు మార్కెట్ విలువతోపాటు మొత్తం స్థలం విస్తీర్ణం పై చెల్లించాల్సిన రుసుంను మొత్తం కలిపి చెల్లిస్తేనే ఆయా ప్లాటును క్రమబద్ధీకరిస్తారు.
రుసుం చెల్లింపునకు చదరపు మీటర్లలో,మార్కెట్ విలువను చదరపు గజాల ప్రకారం లెక్కిస్తారు.
ఉదాహరణకు 200 చదరపు మీటర్లు (242గజాలు) క్రమబద్ధీకరించుకునేందుకు ఇలా లెక్కిస్తారు.200 చదరపు మీటర్ల విస్తీర్ణం గల స్థలం ఎల్ఆర్ఎస్ ఉత్తర్వుల్లో మొదటి టేబుల్ లోని బేసిక్ రెగ్యులరైజేషన్ ఛార్జిల్లో పేర్కొన్నట్లు 100 నుంచి 300 చదరపు మీటర్ల పరిధిలోకి వస్తున్నందున చదరపు మీటరు ఒక్కంటికి రూ. 100 చొప్పున లెక్కించాలి. ఈ లెక్కన 200 చదరపు మీటర్ల స్థలానికి 200 రూ. 400) మొత్తం - రూ. 80,000 కానుంది. మురికి వాడల్లో ప్లాట్ల విస్తీర్ణంతో సంబంధం లేకుండా చదరపు మీటరుకు రూ. 5 చొప్పున మాత్రమే లెక్కిస్తారు.

ఎల్ఆర్ఎస్ ఉత్తర్వుల్లో పేర్కొన్న స్థలం మార్కెట్వి లువ ప్రకారం చెల్లించాల్సిన రుసుం వివరాలు పేర్కొన్న రెండో టేబుల్ ప్రకారం లెక్కించాలి. ఆగస్టు 26వ తేదీ నాటి మార్కెట్ విలువను పరిగణనలోకి తీసుకుంటారు. ఉదాహరణకు పైన పేర్కొన్న స్థలం విలువ గజానికి రూ.3 వేలు ఉందనుకుందాం.
రెండో టేబులో పేర్కొన్న దాని ప్రకారం గజానికి రూ. 8 వేలు విలువ కలిగితే మొదటి టేబుల్ ప్రకారం లెక్కించిన బేసిక్ రెగ్యులరైజేషన్ ఛార్జిల్లో 25 శాతం క్రమబద్ధీకరణ రుసుంగా చెల్లించాలి. మొదటి టేబుల్ప్ర కారం లెక్కించిన రూ. 80,000లో 25 శాతం అంటే రూ. 20 వేలు క్రమబద్దీకరణ ఛార్జిలుగా చెల్లించాలి.

పైన పేర్కొన్న క్రమబద్ధీకరణ రుసుంతో పాటు మొత్తం స్థలం మార్కెట్ విలువ పైన 14 శాతం 'ఓపెన్స్పేస్ ఛార్జీలు చెల్లించాలి. పైన పేర్కొన్న 242 గజాల మార్కెట్ విలువ గజానికి రూ. 3 వేల చొప్పున మొత్తం స్థలం విలువ రూ. 7,28,00 కానుంది. దీనిపై 14 శాతం అంటే రూ. 1,01,640 'ఓపెన్ స్పేస్ ఛార్జీలు'గా చెల్లించాలి.మొత్తం మీద 200 చదరపు మీటర్ల విస్తీర్ణం గల స్థలం క్రమబద్ధీకరణ రుసుం 20,000, ఓపెన్ స్పేస్ఛా ర్జీలు రూ. 1,01,640, దరఖాస్తు రుసుం రూ.1,000 మొత్తం కలిపి రూ. 1,22,640 చెల్లించాల్సి ఉంటుంది.
